The word “available” needs care. OpenAI’s Ads Manager availability list is about self-service country availability for the legal entity that advertises and is billed. It is not a promise that every feature in this announcement is enabled for every account in that country.
Access boundaries marketers should check first
OpenAI’s current setup guidance is stricter than “I can log in to ChatGPT.” Self-service access depends on the advertiser business or ad-account country selected during setup. The country attached to a ChatGPT login does not override that choice. India and the United States are marked Available on the current country list, but availability does not waive account review or feature-level rollout limits.
- Entity: the legal entity that advertises and is billed must be based in a listed self-service country. Access through the OpenAI Ads team or partners is a separate route.

Budget and delivery guardrails are part of the setup
OpenAI’s current campaign guide separates Views, Clicks, and Conversions objectives. A campaign can use a total budget or a daily budget; a daily budget is an average, not a hard same-day ceiling. User reviews can flag connection friction, but they are anecdotal signals rather than proof of a platform-wide failure.
